Abstract:
The planet Pluto by cosmo-biological direction of one-degree-per year comes conjunct the natal Neptune of the USA on 12 May 2011. This aspect is energetically related to the conjunction of Neptune to Pluto that occurred 30 August 1901 and signifies great changes to come to the US.
My Subjective Analysis:[i] Go short the USA
The influence of Pluto to Neptune in the US’s horoscope has been evident, in hindsight, for several years already. Pluto sits natally in the US’s 2nd house of money and personal possessions and the directed Pluto will conjunct Neptune in the US’s 9th house of foreign affairs. Major directed aspects of the outer planets Uranus, Neptune and Pluto occur only about every 7 to 20 years.
A. Rise and Loss of charismatic, idealistic leaders.
McKinley was shot 9/6/01 and died a week later – Vice President Theodore Roosevelt ascended to the Presidency. Approximately 54 days after the directed conjunction of Pluto to the US’s Neptune [4 July 2011], the US’s directed Pluto will conjunct the natal Mars of the current President. This is a seriously negative energetic representation. These conjunctions take place in the US’s 9th house of foreign countries.
B. Finance and Foreign Affairs
The current President has his Mars in the 9th house of the US’s horoscope conjunct the US’s Neptune. This accentuates the deceit/deception and misrepresentations by the US regarding money in foreign affairs.
C. Unlimited Expansion of Energy
Pluto, planet of the underworld, meets Neptune, ruler of the sea. Inundations and eruptions such as the Gulf oil disaster are perfect representations of Pluto/Neptune energy.
D. Loss of Clairvoyant Materialism[ii] – end of the American empire
Pluto redresser of imbalance overtakes Neptune representing clairvoyant materialism. America’s ability to manifest wealth and good luck has been destroyed by the decline in moral and spiritual power. A governance of laws has fallen victim to a governance of men, however rightly inspired they believe themselves to be. America’s financial destiny has been sabotaged by charisma.
E. Continuing Bad Luck regarding other people’s money
The vast expansion of the housing market in the US is represented by the planets Jupiter, Venus and the Sun all in the sign Cancer. By transit Pluto the planet of transformation, death and re-birth is in inharmonious aspect to all these planets from 2009 thru 2015. Essentially the perennial ‘good luck’ and excesses the US has enjoyed for centuries is under severe stress. The last time this inharmonious aspect of transformation occurred to the US’s horoscope was about 1755. We can expect again the unwelcome interference by foreign powers in the US – the British garrisoned troops in citizen’s homes before the Revolution.

Astrology and the American Horoscope:
The Western astrology horoscope of the United States[iv] has been an accurate indicator and predictor of almost all the major geo-political energies that have come in the past 250 years. The next major astrological event in the US horoscope is Pluto by degree per year direction is coming conjunct the natal Neptune [Pl>Ne] of the USA in May 2011. Whenever one of the outer planets Pluto, Neptune, or Uranus has directed to a planet or point in the US’s horoscope important geo-political changes have occurred.
Whenever Pluto aspects Neptune in the US’s horoscope it sets off the energy of the USA’s natal Mars square Neptune with the North Node sitting at that midpoint. As pointed out it in previous Astro-Economic alerts, the North Node [NN] of the USA is the single most important point in the horoscope. It sits at the Mars/Neptune midpoint. Aspects to the NN have huge effects in the affairs of the US, usually involving significant deaths. Furthermore, the USA’s long history of ineptitude in foreign affairs[v] is readily apparent from this aspect and the houses it occupies in the natal chart. Multiple aspects by transit to the NN enabled me to correctly predict in May 2005 a disaster to hit the USA in September of 2005[vi].

Directions:
Many astrologers assert that important predictive information comes from the angular separation between planets in a horoscope. By converting the angular separation to time using one degree per year and about 6 days per minute, as there are 60 minutes in a 365 day degree, astrologers can predict important energetic combinations. As the conjunction is by far the most powerful planetary combination I have only used it and its easy calculation from angular separation.
Dates are calculated by adding the number of whole degrees to 1776, converting minutes of separation into days and adding that to 4 July. Thus Pluto comes conjunct the Sun by direction 165 years and 46/60x365 days after 4 July 1776 or 11 April 1942. [(1776+165=1941) +(46/60x365 days) = 11 April 1942 (Fall of the Philippines to the Japanese – Bataan Death March). I have used the 90 degree dial to arrive at the exact dates.
I have alluded to the importance of inverse combinations in the USA’s Uranus/Pluto angular separation. When Pluto by direction – that is 131 years and about 4 months after 4 July 1776 – came to the point of [Pl>Ur] Uranus in the USA’s horoscope the formerly famous Panic of 1907 occurred. After finagling for almost 7 years Congress established the US Federal Reserve, also known as The Creature from Jekyll Island. I predicted a financial crisis to hit the US when Uranus directed to Pluto [Ur>Pl] in 2005. There is no reason to believe that less than 7 years will elapse before the current financial crisis, largely caused by Congress in 1913, and the US’s desire to get something for nothing in a debt kiting scheme called US Treasury bonds, will become resolved.

NEPTUNE/PLUTO
Neptune/Pluto contacts represent the growth and development (Pluto) of a person's spirituality (Neptune). These people are compelled to grow beyond the material level, promising a great potential for spiritual growth. If Neptune/Pluto people have these contacts aspecting personal planets or points, they may be very effective members of a select spiritual group, relating their experience to others outside the group.
Because Neptune and Pluto are impersonal planets, they oblige people to contribute their energies to the needs of society at large. Any effort to personalize this combination will result in disappointment. This energy needs a larger-than personal base of operation. The generation born with Neptune conjunct Pluto (1886-1898) needed to believe in the inspiration of the outstanding personality. Statesmanship in this generation often approached Caesar-worship. Its highly charismatic leaders governed by sheer force of personality, coupled with direct and absolute methods: Hitler, Mao, Franco, de Gaulle, Peron, and Tito are examples. When each leader passed on, his work was largely dismantled by his successors.
The cult of personality even pervaded the sciences. The theories of Immanuel Velikovsky, Norbert Weiner, Wilhelm Reich, and T.D. Lysenko created storms of controversy with rabid partisans and opponents. Rather than building onto existing bodies of knowledge, the thinkers of this generation were lone visionaries off on their own personal tangents and out of the scientific mainstream.
The conjunction is the most subjective of aspects, and the Neptune conjunct Pluto generation took more stock in feelings than in reason or logic. The writers of this generation produced a highly subjective and stylized body of literature. Brecht, Faulkner, O'Neill and Wilder had intensely introspective and personalized slants on life, and their writing and characters tended to be artless and amoral.
Artless and amoral is also a good description of the art and morals of the Dadaist and Surrealist painters. The art of Duchamps, Arp, de Chirico, Ernst, Chagall, Miro was highly personal and idiosyncratic, a revolt against conventional aesthetic sensibilities and a glorification of unbridled imagination.
The Neptune-Pluto conjunction tended to bring out the delusional side of Neptune and the obsessive side of Pluto because there was no separation of analytical mind from intuition, so anything imaginable was justifiable, and conscience could not be brought in as an outside check upon morality. Dr. Jones' keyword for the conjunction aspect is ACTIVITY: this generation was too often eager to destroy all that had gone before in the name of a fanatical search for ideological purity. It was a generation of extremists with a narrow and intense focus, and it centered its hopes in certain personalities of severe morals and vivid imagination. It needed to believe in the inspiration of its prophets.
Another view:
The movements of Pluto, in history, seem to chart the actual mechanics of fundamental factual change. Pluto's keyword, 'transformation', has 'form' in the middle of it. The movements of Neptune chart evolving social imagery and perceptual constructs - ideas, beliefs and contexts of understanding. When event-fundamentals and beliefs-perceptions interact, we get the basic undertow of history and its themes. Thus, in Neptune-Pluto cycles, we see a basic driving-force which moves and drives historic tendencies and trends. What humans do with this is what makes our world.

2. On 9/11/2001 8:47 AM, NYC, Pluto by transit was at 12 Sag 38, almost on the USA’s ascendant of 12 Sag 21.
Mars/Neptune people have a well-deserved reputation in the deceit/deception department, generally because they're never sure of the ramifications of their actions. They lead others down the "garden path" in unproductive, unsatisfactory endeavors, yet they are relatively unconscious of their misrepresentation…
Inadvertent disasters through incompetence tend to occur with Mars/Neptune. It's like shooting an arrow into the ocean. That's what happens to your intentions, your drive and initiative. This incompetence can also invite disasters in personal relationships and business ventures. In case you haven’t noticed, throughout its history, the US’s foreign policy has been significantly colored by this energy of ineptitude. For many years this incompetence was masked by America’s relative geographic isolation. The Pearl Harbor attack seems to me to be the singular event causing the global spread of American foreign policy incompetence. In many respects, the Japanese attack has inspired an almost berserkly protective and too long lasting over-reaction indicative of the US’s Cancerian, protective, mothering Sun sign.
Due to astrological factors - Neptune in the US’s house of foreign affairs and Mars in its house of partnerships - the US most bungles its relationships with foreign partners. God help those countries we attempt to ‘help’.
